In December 2021, flights to COVID-safe destinations such as Singapore, the United States, Japan, the United Kingdom, and Canada will begin. Flights between Australia and New Zealand will go on sale if the two-way travel bubble between the two countries opens in part or in whole. In February 2022, flights to Hong Kong will resume. Flights to high-risk destinations with low vaccination rates will be postponed until April 2022 at the earliest.

Phase C of the Australian National Cabinet's re-opening plan is the basis for these international travel arrangements.

Phase C will be activated when the vaccination rate among eligible Australians reaches 80%.

The following will be included in Phase C:

• Returning vaccinated Australians will have no restrictions, and all restrictions on outbound vaccinated Australians will be lifted.

• Lockdowns will only be used in very specific situations.

• The travel bubble began to expand, allowing unrestricted access to additional candidate countries.

• The gradual resumption of incoming and outgoing travel with safe nations, proportionate quarantine, and reduced quarantine requirements for fully vaccinated inbound visitors.
