Announced by the Oman News Agency (ONA), the new visa category is part of broader immigration reforms designed to boost the Sultanate’s growing arts and culture sector.

What Is the Cultural Visa?

The Cultural Visa is a dedicated entry route for foreigners visiting Oman for cultural, artistic, or intellectual purposes. It is issued based on a request from an officially recognised authority, such as:
  • The Ministry of Culture, Sports, and Youth
  • Academic institutions
  • Cultural centres or cultural organisations

Once approved, both the requesting authority and the hosting organisation share responsibility for the visitor during their stay.

Why Has Oman Introduced This Visa?

According to officials, the Cultural Visa provides a clear legal framework for foreign nationals entering Oman for cultural activities—reducing dependency on unrelated visa types. It allows cultural institutions to more easily invite international collaborators, host events, and facilitate global participation in local festivals, exhibitions, and training programmes.

The initiative also supports Oman’s Cultural Strategy 2040, which envisions a culturally open, globally connected, and knowledge-driven society.

Who Is Eligible for the Cultural Visa?

The visa is open to foreigners participating in a range of cultural activities, including:
  • Temporary residence for cultural exchange programmes or artistic training
  • Academic or research cooperation in culture, arts, or heritage
  • Participation in literary, cultural, or intellectual festivals and conferences
  • Organising or attending cultural or artistic events, workshops, or exhibitions

A special provision also exists for spouses and first-degree relatives to join the applicant when travelling for the same cultural purpose.

How Much Does the Visa Cost?

The fee structure remains uniform across durations:
  • 1-year Cultural Visa: 50 Omani Rials (approx. ₹11,500)
  • 5-year Cultural Visa: 50 OMR per year
  • 10-year Cultural Visa: 50 OMR per year
Applicants pay the same annual fee regardless of the visa’s total duration.

What Is the Deadline to Use the Visa?

Once issued, the Cultural Visa must be used within three months. If not activated within this period, the visa becomes invalid.
