The New Zealand government introduced new immigration rules under the International Education Going for Growth Plan, launched in July 2025. The updates aim to attract more international students, maintain education quality, and manage migration efficiently.

Extended Work Hours for International Students

From November 3, international students in eligible tertiary or secondary courses can now work up to 25 hours a week — an increase from the previous 20-hour limit.

The rule applies automatically to all student visas approved after November 3, even for earlier applications. Students with older visas must apply for a variation of conditions or a new visa to access the extra hours.

Most student visas already allow full-time work during summer and official breaks. Those whose visas stay valid after summer can update their conditions later. However, school students in Years 12 and 13 still need written consent from their school and parents to work during term time.

Impact on Current Visa Holders

Immigration New Zealand reports that 40,987 student visa holders currently have in-study work rights. About 29,790 visas expire on or before March 31, 2026, and 11,197 after that date. Many students may not apply for the new 25-hour limit right away, choosing to wait until renewal or graduation.

Inclusion of Exchange and Study Abroad Students

The policy now includes all tertiary students in approved exchange or Study Abroad programs, even those studying for one semester. This change makes New Zealand more attractive for students seeking short-term global experience.

New Visa Requirements for Education Changes

Students who switch education providers or move to a lower-level qualification — such as from a degree to a diploma — must now apply for a new visa instead of a variation. Exceptions will apply only if a school or institution closes unexpectedly.

Other Beneficiaries

The new 25-hour weekly work rule also covers dependent child visitor visa holders and Skilled Migrant Category Interim Visa holders.

Applications can be made online through the Immigration New Zealand portal, with a processing fee of NZD $325.

Future Policy Plans

Officials are considering new measures, including a short-term work visa for vocational graduates and faster visa processing. These proposals are currently waiting for Cabinet approval.
