New Delhi/Tokyo, September 2025 – India and Japan have announced a major step to deepen their partnership. Both nations have agreed on an Action Plan for Human Resource Exchange and Cooperation, aiming to facilitate the movement of over 5 lakh people in the next five years.

The declaration came during the 2025 India-Japan Annual Summit, where Prime Minister Narendra Modi and his Japanese counterpart emphasized the need for closer people-to-people ties.

Expanding Opportunities Across Sectors

The new plan will create opportunities in education, research, and industry, while also encouraging cultural exchange. Out of the total target, around 50,000 skilled Indian professionals are expected to move to Japan. They will help meet Japan’s demand in sectors such as IT, semiconductors, and advanced manufacturing.

Focus on Skilled Talent

The Action Plan highlights the role of highly skilled Indian workers. Japanese firms will collaborate with Indian universities to recruit talent in artificial intelligence, digital technologies, and semiconductor industries.

To support this, both governments will expand:
  • Student and researcher exchanges
  • Internship and scholarship programmes
  • Collaborative research initiatives

Strengthening Skill Development

Several initiatives will prepare Indian talent for opportunities in Japan. Key programmes include:
  • India-Japan Talent Bridge
  • India-Nippon Programme for Applied Competency Training (INPACT)

Japanese companies will also support language training and vocational education in India. New Japanese language test centres are planned across major cities to make certification more accessible.

Promoting Cultural and Wellness Ties

Beyond skills and education, the plan also values cultural cooperation. India’s Ministry of AYUSH will set up Centres of Excellence in Yoga and Ayurveda across Japan. These centres will promote traditional wellness practices and their role in fields such as elderly care.

Support for Smooth Movement

To ensure a smoother exchange of professionals and students, the governments will roll out:
  • Job fairs and career counselling
  • On-arrival orientation sessions
  • Grievance redressal support through Indian Missions

Joint Monitoring and Implementation

The initiative will be monitored annually by India’s Ministry of External Affairs and Japan’s Ministry of Foreign Affairs. Regular consultations will ensure that both sides align efforts in education, digital economy, science, and skills development.

Conclusion:

The India-Japan Action Plan marks a new chapter in bilateral relations. By targeting the exchange of over 5 lakh people in five years, it not only addresses Japan’s workforce needs but also builds stronger educational, cultural, and social bridges between the two countries.
