Followed by consultations with the general public and local institutions, the Quebec Government has finally announced on May 28, 2020 the long-delayed reforms in its Quebec Experience Program. Along with it, Quebec is all set to start its two new immigration pilot programs.

 

Quebec predicts that reforms to its Quebec Experience Program will be executed by its official regulations into the immigration related reforms in the upcoming week.

 

The Quebec Experience Program (PEQ) was started in the year 2010, and since then operating as a successful immigration stream that provides a direct pathway to the Permanent Residency Visa of Canada for all the international students as well as the immigrant skilled workers who have lived in the Quebec.

 

Major reasons for the PEQ Reforms

 

The latest announcement being made by the Quebec Immigration Minister, Simon-Jolin Barrette, outlines the four important intentions for bringing changes in the PEQ or Quebec Experience Program.

  • More superior integration with the labour market
  • More performance driven approach in the complete process of selecting and reaching towards the Quebec’s labour market demand and requirements
  • French-language ability to enhance the integration of the social and economical development
  • Overall great integrity of the Quebec Experience Program (PEQ)
 

Increased Work Experience Requirement for both students and workers

 

The province of Quebec is launching more relevant employment conditions under the PEQ for supporting the integration of its society and the job market.

The Temporary Immigrant Workers (TFWs) will now be mandate to complete a minimum of 36 months of full-time work experience in the last 48 months after they apply for the permanent resident visa of Canada.

Student will now require either a complete 12 months or 24 months of job experience in the province of Quebec in order to become eligible for the Quebec Experience Program (PEQ). However, international students that have submitted their PEQ application before the announcement and implementation of the latest rules and regulations will have their immigration applications considered under the rules that are were in place during the time of the application submission.

 

Further, under the latest regulations and reforms, students who will receive a degree from a recognized university across Quebec will require a 12 months of completed employment experience in the province of Quebec under the professions that come within the National Occupational Classification (NOC) categories of 0, A and B.

On the other hand, those students who have received a diploma of professional studies from Quebec, will be requiring to present a total 24 months of job experience in the province in a profession that is recognized under the National Occupational Classification (NOC) categories of 0, A, B and C.

 

French Language Proficiency for Spouse

 

As per the latest reforms, the province clarifies that spouses of the eligible primary applicant recognized under the Quebec Experience Program (PEQ) will be requiring to prove that they have a spoken ability of the French Language. This particular change is in order to ensure that they can adjust after arriving in the province. This eligibility condition will be implemented one year after all the reforms will come into place.

 

New Immigration Pilot Programs: Mainly Targeting Tech Workers and Nursing Professionals

 

The province of Quebec has also revealed two brand new immigration pilot programs, designed specially for the Tech Workers and the Nurses.

Nurses are in great demand across the province, according the Quebec Government; the modern academic programs are not able to achieve the changing labour market requirements. Only 115 Nursing Professionals have received the PR to Canada from the province of Quebec since the year 2013. The newly released program will work towards getting 550 Nurses each year into the province, mainly in order to support its labour market demands.

The Quebec Government has also announced that artificial intelligence and information technology (IT) sectors are increasingly developing across the Quebec. The new immigration pilot programs will enable the province to make a selection of approximately 550 highly skilled professionals per year for the immigration purpose. The implementation of this pilot program has plans to bring and then also retain specific talents in the local areas and provide the province required competitiveness and leadership in the overall international technology scenario.

 

Provincial Nominee Programs (PNPs): Providing pathways to Canada immigration
